{"id":76359,"date":"2022-10-19T09:38:29","date_gmt":"2022-10-19T13:38:29","guid":{"rendered":"https:\/\/www.carilec.org\/?post_type=job_listing&#038;p=76359"},"modified":"2022-11-05T00:37:38","modified_gmt":"2022-11-05T04:37:38","slug":"giz-energy-and-transport-policy-advisor","status":"expired","type":"job_listing","link":"https:\/\/carilec.org\/?post_type=job_listing&p=76359","title":{"rendered":"GIZ &#8211; Energy and Transport Policy Advisor"},"content":{"rendered":"<p><strong>Employer:<\/strong>\u00a0Deutsche Gesellschaft f\u00fcr Internationale Zusammenarbeit GmbH (GIZ) under the Project \u201cImplementation of transport &amp; energy contributions in the Caribbean\u201d, PN:19.9002.7-002.00, in Guyana<\/p>\n<p><strong>Project Duration:<\/strong>\u00a0October 2022-September 2027<\/p>\n<p><strong>Reports to:<\/strong>\u00a0Head of Program Supporting the implementation of NDCs in the Caribbean<\/p>\n<p><strong>Job Type and Duration:<\/strong>\u00a0Full-Time Employment Contract for 1 year with renewal option<\/p>\n<p><strong>Salary level:<\/strong>\u00a0The salary level will be based on qualifications, experience &amp; the GIZ regulations<\/p>\n<p><strong>A.<\/strong>\u00a0<strong>Information of the programme<\/strong><\/p>\n<p>The program\u00a0<em>Supporting the implementation of NDCs in the Caribbean \u2013 Transforming the energy and transport sectors towards a low-carbon and climate resilient future<\/em>\u00a0(NDC-TEC, implementation 2022-2027) supports structural developments in six Caribbean countries (Saint Lucia, Guyana, Jamaica, Grenada, Belize and Antigua &amp; Barbuda) that promote the uptake of e-mobility and renewable energy technologies. The activities include support of NDC monitoring and revision, capacity building of local stakeholders, improving framework conditions, pilot projects, promoting access to finance and knowledge management. For the implementation, GIZ will cooperate closely with several consortium partners such as knowledge institutions and regional organisations, as well as with governmental partner institutions in the relevant countries.<\/p>\n<p><strong>B. Responsibilities<\/strong><\/p>\n<p>The advisor is responsible for<\/p>\n<ul>\n<li>managing NDC-TEC\u2019s activities in Guyana, in line with the program component\u2019s objectives and activities and in close agreement with the Head of the Programme, including an envisaged pilot project,<\/li>\n<li>contributing to conceptual development of the NDC-TEC program,<\/li>\n<li>Engagement and management of the day-to-day cooperation with local and regional stakeholders, including Guyanese and regional representatives as well as consortium members and other key stakeholders to facilitate the project implementation,<\/li>\n<li>innovation and knowledge management, especially related to pilots and the national framework conditions of Guyana<\/li>\n<\/ul>\n<p>The Energy and Transport Policy Advisor performs the following tasks:<\/p>\n<p><strong>A.<\/strong>\u00a0<strong>Tasks<\/strong><\/p>\n<p><strong>1.<\/strong>\u00a0<strong>Advisory of the partner institution(s) related to improvement of the framework conditions for e-mobility<\/strong><\/p>\n<p>The advisor<\/p>\n<p>\u00a7 contributes to stocktaking and gap analysis<\/p>\n<p>\u00a7 provides technical support to the development of relevant strategies and systems plans<\/p>\n<p>\u00a7 contributes to the development and implementation of standards and incentive mechanisms<\/p>\n<p>\u00a7 supports the development of capacities of partners in the above fields of action,<\/p>\n<p>\u00a7 ensures knowledge transfer of the project information to the partners<\/p>\n<p>\u00a7 deals with the design, preparation and implementation of activities (seminars, workshops, and other events) with the partner institutions at local level and if necessary, at a regional level.<\/p>\n<p><strong>2.<\/strong>\u00a0<strong>Guiding implementation of a pilot project (incl. procurement) on e-mobility<\/strong><\/p>\n<p>\u00a7 guides the conceptual development of the pilot project in close coordination with the partner(s)<\/p>\n<p>\u00a7 coordinates the implementation of the project pilot with the partner<\/p>\n<p>\u00a7 provides guidance to partners on management and administrative processes in accordance to the company regulations and procedures.<\/p>\n<p>\u00a7 develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives related to the implementation of a pilot project on e-mobility.<\/p>\n<p><strong>3.<\/strong>\u00a0<strong>Networking and cooperation<\/strong><\/p>\n<p>\u00a7 develops cooperation (structures) between relevant governmental and non-governmental stakeholders (partners, local communities, relevant organisations, non-governmental agencies and individuals) in Guyana; and with other projects in the region to improve and maintain good working relationships.<\/p>\n<p>\u00a7 encourages and maintains cooperation between different consortium partners in the implementation of the activities in\/with Guyana and beyond<\/p>\n<p>\u00a7 Liaises with relevant stakeholders in Guyana, including governmental and non-governmental organizations.<\/p>\n<p><strong>4.<\/strong>\u00a0<strong>Other duties\/additional tasks<\/strong><\/p>\n<p>\u00a7 Provides technical guidance to the team members on policy and planning regarding e-mobility and experiences in Guyana<\/p>\n<p>\u00a7 contributes to external communication<\/p>\n<p>\u00a7 communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project\/program and the organization as a whole<\/p>\n<p>\u00a7 The above list of tasks is not exhaustive. In the limits of the resource framework, new or different aspects may have to be taken up, either on assignment of the Head of Program or following the requirements of the incumbent\u2019s own professionalism.<\/p>\n<p><strong>B.<\/strong>\u00a0<strong>Required qualifications, competences, and experience<\/strong><\/p>\n<p>X\u00a0<strong>Candidate must be a Citizen of the CARIFORUM member states of this project or be allowed to work in Guyana.<\/strong><\/p>\n<p><strong>Qualifications<\/strong><\/p>\n<p>\u00a7 Master\u2019s university degree (equivalent to MA\/MSc or MBA) in the energy and\/or transport sector, or governance and\/or innovation processes<\/p>\n<p><strong>Professional experience<\/strong><\/p>\n<p>\u00a7 Minimum 5 years professional experience in the promotion of e-mobility and\/or integration of renewable energy<\/p>\n<p>\u00a7 at least 3 years of professional experience in cooperation networks and\/or cooperation with political and non-political partner institutions<\/p>\n<p>\u00a7 previous working experience in\/with international organizations is a strong asset.<\/p>\n<ul>\n<li>Experience in developing or implementing training courses or workshops, preferably in the field of e-mobility<\/li>\n<li>excellent analytical, organizational and stakeholder management skills; and<\/li>\n<\/ul>\n<p>\u00a7 experience in building networks and capacity development or sound understanding of the function of networking<\/p>\n<p><strong>Other knowledge, additional competences<\/strong><\/p>\n<ul>\n<li>very good working knowledge of ITC technologies (related software, phone, email, online meeting software and the internet) and computer applications (e.g., MS Office)<\/li>\n<li>strong conceptual, organisational, and social competence, including advocacy<\/li>\n<li>ability to work in a team, as well as to think innovatively.<\/li>\n<li>willingness to travel (abroad) regularly, specially within the Caribbean region<\/li>\n<li>Fluency in English (speaking and writing); Some knowledge of German would be an asset<\/li>\n<li>willingness to upskill as required by the tasks to be performed \u2013 corresponding measures are agreed with management<\/li>\n<\/ul>\n<section class=\"rw-how-to-apply\">\n<h2 class=\"rw-how-to-apply__title\">How to apply<\/h2>\n<p>If you are interested, kindly submit your cover letter and CV and saved under the concept \u201cEnergy &amp; Transport Advisor + your full name\u201d in PDF to: <a href=\"mailto:HRCaribbean@giz.de\">HRCaribbean@giz.de<\/a><\/p>\n<p>Candidate\u2019s application will be received by\u00a0<strong>November 04th, 2022<\/strong>.<\/p>\n<p>(Due to the high volume of applications received, we will only contact shortlisted applicants.
