GGGI seeks to recruit a Consultant Specialist for Inclusive Renewable Energy Access who will support the Government of Antigua and Barbuda and work with the existing GGGI, OECS, and Climate Analytics team to deliver policy development tasks under the NDCP CAEP project, specifically under the sub-task on expanding investment opportunities in renewable energy.<\/strong><\/p>\n

The main scope of this assignment is to provide technical support to the Government of Antigua and Barbuda to establish inclusive and accessible investment opportunities in renewable energy (RE) by assessing the current environment and developing a recommended social and financial inclusion program that will facilitate development of accessible products and services that play a role in climate change response.<\/p>\n

This will include supporting both the creation of investment opportunities in RE energy services, which enhance access to sustainable energy, and the development of renewable energy demand. The consultancy is also focused on increased resilience and climate adaptation through improved energy access and strengthened livelihoods.<\/p>\n

The Consultant will work closely with the GGGI Head of Climate Action and Inclusive Development, and GGGI Gender Specialist, and under the leadership and guidance of GGGI Caribbean Program Lead. The Consultant will also coordinate with OECS and Climate Analytics team members as needed.\u00a0 The Consultant will work closely with the staff of the Antigua and Barbuda\u2019s Department of Environment, in order to obtain their input to the tasks, as well as to build their skills and knowledge in this area and ensure they understand the methodology used. The Consultant will be responsible for the delivery of the following specific activities that form crucial bases for the finalization of the NDCP-CAEP project in Antigua and Barbuda.<\/p>\n

Project Summary<\/h3>\n

GGGI, along with partner organizations OECS (Organisation of Eastern Caribbean States) and Climate Analytics,\u00a0has been selected by the NDC Partnership to provide support to the Government of Antigua and Barbuda under\u00a0Climate Action Enhancement Package (CAEP, pronounced \u201ccap\u201d), which is aimed at fast-tracking support to\u00a0countries to enhance the quality, increase the ambition, and implement nationally determined contributions (NDCs).<\/p>\n

Under the Paris Agreement, countries revise their NDCs every five years to cut greenhouse gas emissions to limit\u00a0Earth’s temperature rise and implement solutions to adapt to the effects of climate change. The updating of NDCs\u00a0and their implementation presents countries with significant opportunities to align their climate and development\u00a0agendas to promote sustainable growth, but also presents challenges in reinventing policies and operations and\u00a0mobilizing enough investment. The CAEP provides technical and financial support to countries to enhance the\u00a0quality and increase the ambition of their contributions to the Paris Agreement.<\/p>\n

Scope of Work<\/h3>\n<\/div>\n

\u00a0<\/strong>Participate in a kick-off meeting\/call with government, GGGI colleagues, and other partners as appropriate. A meeting note should be produced confirming the methodology and work plan for the assignment.<\/p>\n

  1. Conduct interviews and consultations with stakeholders from various sectors to consider opportunities for accessing investment opportunities in RE as a climate change response and to build investor climate. Work with project partners to plan and implement up to three stakeholder consultation workshops and\/or individual meetings with stakeholders to gather information and recommendations on ways to develop opportunities for inclusive investment in RE, including education requirements for potential investors.\u00a0 Distribute and gather feedback via GGGI workshop evaluation form for all workshops held.<\/li>\n
  2. Conduct desk study and engage with stakeholders to identify sectors and specific businesses, including RE companies, banks, etc., that may be able to play a role in the inclusive RE investment program.<\/li>\n
  3. Assist in developing a gender-based spending survey on the spending patterns of the population and the impact of climate change on spending, working with project partners and relevant government agencies and community groups. The survey should be gender-disaggregated and inclusive and generate a baseline on gender-disaggregated spending geared towards reaching a large portion of the population.<\/li>\n
  4. Lead the conducting of the above survey, in coordination with government and other partners, and tabulate, analyze, and summarize results in a gender-disaggregated fashion.<\/li>\n
  5. Conduct assessment and generate a proposed architecture of an inclusive renewable energy access program that enables men, women local and regional citizens\u2019 access to RE investments (grid and back-up) from a social and financial perspective.\u00a0 This could include policies that will facilitate development of the local market and access to financing for all citizens.\u00a0 Review and provide inputs to a policy paper for social inclusion into the financial opportunities in adaptation and mitigation projects and programs.<\/li>\n
  6. Together with team members, develop a social inclusion strategy and work plan for inclusive investment opportunities in RE that aligns with the NDC implementation plans, and the architecture developed above.<\/li>\n
  7. Working with project partners, develop content and agendas for up to three workshops and focus groups to validate the social inclusion strategy and work plan. Distribute and gather feedback via GGGI workshop evaluation form.<\/li>\n
  8. Identify and capture lessons learned as well as practices related to Gender-responsive Renewable Energy Access.<\/li>\n<\/ol>\n

    Output\/Reporting Requirements\/Deliverables<\/h3>\n

    The Consultant shall report regularly to the Project Lead and provide written monthly status reports. The Consultant must work as part of a team with GGGI, and other partners at all times.\u00a0 Microsoft PowerPoint and Word products must be delivered using GGGI templates provided.\u00a0 This is a deliverable based contract; the consultant will be responsible for the development and submission of the following deliverables.\u00a0 Due dates are subject to change based on the project schedule.<\/p>\n

    For each deliverable, except for #1, the consultant is required to deliver a draft version one month prior to the deadline, and a final version by the deadline.<\/p>\n

    Qualifications\/Experience\/Expertise<\/h3>\n
      \n
    • Advanced degree (MSc or PhD) in a related discipline such as sustainable development, climate change, energy, environmental economics or related fields<\/li>\n
    • At least 15 years overall relevant experience<\/li>\n
    • Experience and knowledge in renewable energy markets and inclusive access to energy services<\/li>\n
    • Experience in gender responsive and pro-poor, inclusive development programming, preferably linked to energy access, livelihood enhancements and market-based approaches<\/li>\n
    • Experience in climate adaptation, resilience and climate impact on household spending and budgets<\/li>\n
    • Experience working with international institutions (UN agencies or other) and government institutions is an asset<\/li>\n
    • Experience organizing and facilitating workshops and\/or events<\/li>\n<\/ul>\n
