These two-week summits are an important space for world leaders, politicians, experts and a whole host of other people to discuss the climate crisis on a global level.<\/p>\n<p style=\"text-align: justify;\" data-min-tv-running=\"true\">The annual conferences bring together those that signed the United Nations Framework Convention on Climate Change (UNFCCC) &#8211; an international environmental treaty addressing climate change &#8211; 30 years ago.<\/p>\n<div class=\"editor-tv-wrapper editor-tv-active\">\n<div style=\"width: 622px;\" class=\"wp-video\"><video class=\"wp-video-shortcode\" id=\"video-76737-1\" width=\"622\" height=\"350\" preload=\"metadata\" controls=\"controls\"><source type=\"video\/mp4\" src=\"https:\/\/www.carilec.org\/wp-content\/uploads\/2022\/11\/v-22a54e0f-147b-4baf-2405131-9484-9dd9c8eef144-s72.8-78.68tvm.mp4?_=1\" \/><a href=\"https:\/\/www.carilec.org\/wp-content\/uploads\/2022\/11\/v-22a54e0f-147b-4baf-2405131-9484-9dd9c8eef144-s72.8-78.68tvm.mp4\">https:\/\/www.carilec.org\/wp-content\/uploads\/2022\/11\/v-22a54e0f-147b-4baf-2405131-9484-9dd9c8eef144-s72.8-78.68tvm.mp4<\/a><\/video><\/div>\n<p style=\"text-align: justify;\">Every UN member state is a signatory for the UNFCCC, as well as Palestine, the Cook Islands and Niue. The Holy See is also an observer of the treaty. Effectively every nation, country, or state in the world is involved, giving a total of 197 signatory parties.<\/p>\n<p style=\"text-align: justify;\">Each year representatives from every party come together to discuss action on climate change for the Conference of the Parties or COP. Following COP26 in Glasgow last year, the 27th COP is being hosted in Egypt next month.<\/p>\n<h2 style=\"text-align: justify;\">What can we expect at COP27?<\/h2>\n<p style=\"text-align: justify;\">\u201cThe work ahead is immense. As immense as the climate impacts we are seeing around the world,\u201d UN Secretary-General Antonio Guterres said during a recent pre-COP meeting.<\/p>\n<p style=\"text-align: justify;\">\u201cA third of Pakistan flooded. Europe\u2019s hottest summer in 500 years. The Philippines hammered.\u00a0The whole of Cuba in black-out,\u201d he listed.<\/p>\n<p style=\"text-align: justify;\">Adding that in the US, Hurricane Ian has delivered \u201ca brutal reminder that no country and no economy is immune from the climate crisis.\u201d<\/p>\n<p style=\"text-align: justify;\">The onslaught of climate disasters in 2022 has left little breathing space for the international community to respond. And, as\u00a0<a href=\"https:\/\/www.euronews.com\/green\/2022\/04\/04\/it-s-not-too-late-to-fix-the-climate-crisis-5-other-things-to-know-about-today-s-ipcc-repo\"><strong>the latest report<\/strong><\/a>\u00a0from the UN&#8217;s Intergovernmental Panel on Climate Change (IPCC) shows, time is ticking ever more dangerously towards the 1.5C threshold of global warming.<\/p>\n<p style=\"text-align: justify;\">\u201cCOP27 is critical \u2013 but we have a long way to go,\u201d adds Guterres.<\/p>\n<h2>When is COP27?<\/h2>\n<p style=\"text-align: justify;\">COP27 is taking place over two weeks, from 6 November to 18 November.<\/p>\n<p style=\"text-align: justify;\">The fortnight of negotiations will kick off with a World Leader\u2019s Summit on 7 and 8 November. After this, government officials will tackle some of the weightiest issues surrounding climate including finance, decarbonisation, adaptation and agriculture.<\/p>\n<p style=\"text-align: justify;\">In the second week, big topics including gender, water and biodiversity will be in the spotlight.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">\ud83d\udd0b Energy<br \/>\ud83d\udcb3 Finance<br \/>\ud83e\uddd1\ud83c\udffe\u200d\ud83d\udd2c Science<br \/>\ud83c\udf34 Adaptation<br \/>\ud83e\udd9c Biodiversity<\/p>\n<p>These will be some of the key themes at the UN Climate Change Conference <a href=\"https:\/\/twitter.com\/hashtag\/COP27?src=hash&amp;ref_src=twsrc%5Etfw\">#COP27<\/a> in Egypt.<\/p>\n<p>Check out the full calendar \ud83d\udc47\ud83c\udffe<\/p>\n<p>&mdash; UN Climate Change (@UNFCCC) <a href=\"https:\/\/twitter.com\/UNFCCC\/status\/1577945023815065602?ref_src=twsrc%5Etfw\">October 6, 2022<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify;\">An overview of the calendar was published by the UN in August\u00a0<a href=\"https:\/\/unfccc.int\/news\/climate-action-calendar-for-cop27-published\"><strong>here<\/strong><\/a>, with more information on the thematic days available on the COP27 Presidency\u00a0<a href=\"https:\/\/cop27.eg\/#\/presidency\/eventsThematic\"><strong>site<\/strong><\/a>.<\/p>\n<p style=\"text-align: justify;\">Though there are no plans for the final day, COPs are notorious for over-running. COP26 in Glasgow didn\u2019t deliver a final agreement until Saturday 13 November.<\/p>\n<h2 style=\"text-align: justify;\">Where is COP27 being held?<\/h2>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.euronews.com\/green\/tag\/egypt\"><strong>Egypt<\/strong><\/a>\u00a0is hosting COP this year, in the Red Sea resort town of Sharm El-Sheikh.<\/p>\n<p style=\"text-align: justify;\">This is the first COP in Africa since COP22 was held in\u00a0<a href=\"https:\/\/www.euronews.com\/green\/tag\/morocco\"><strong>Morocco<\/strong><\/a>\u00a0in 2016. It\u2019s hoped that it will be an \u2018African COP\u2019 in focus as well as location as African countries face some of the worst impacts of climate change.<\/p>\n<p style=\"text-align: justify;\">There are two main sites for the event: the Blue Zone and the Green Zone. The African group countries decided among themselves who would step forward. Morocco\u2019s Marrakech has hosted twice, as well as\u00a0<a href=\"https:\/\/www.euronews.com\/green\/tag\/kenya\"><strong>Kenya<\/strong><\/a>\u00a0and\u00a0<a href=\"https:\/\/www.euronews.com\/green\/tag\/south-africa\"><strong>South Africa<\/strong><\/a>; all in the continent\u2019s top six richest nations by GDP.<\/p>\n<p style=\"text-align: justify;\">The UNFCCC secretariat undertook a fact-finding mission to check Egypt has the resources to put on such a huge event. Though this was done by the book, Egypt\u2019s presidency is controversial because of its poor record on human rights.<\/p>\n<p style=\"text-align: justify;\">Since seizing power in 2013, President Abdel Fattah el-Sisi\u2019s government has overseen a widespread crackdown on dissent. At least 65,000 political prisoners are currently behind bars, the Arabic Network for Human Rights Information estimates.<\/p>\n<p>&nbsp;<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The reality most of those participating in <a href=\"https:\/\/twitter.com\/hashtag\/Cop27?src=hash&amp;ref_src=twsrc%5Etfw\">#Cop27<\/a> are choosing to ignore, is not just that Human Rights and Climate justice are interlinked, but in countries like <a href=\"https:\/\/twitter.com\/hashtag\/Egypt?src=hash&amp;ref_src=twsrc%5Etfw\">#Egypt<\/a> your true allies, the ones who actually give a damn about the planet&#39;s future are those languishing in prisons<\/p>\n<p>&mdash; Mona Seif (@Monasosh) <a href=\"https:\/\/twitter.com\/Monasosh\/status\/1576964352108036098?ref_src=twsrc%5Etfw\">October 3, 2022<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify;\">Human Rights Watch\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2022\/09\/28\/cop27-qa#_Toc114740024\"><strong>states<\/strong><\/a>\u00a0that thousands of people, including children, have been prosecuted in mass trials, \u201cin unfair proceedings lacking the simplest resemblance to due process.\u201d<\/p>\n<p style=\"text-align: justify;\">Last year Amnesty International ranked Egypt as the\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2022\/05\/death-penalty-2021-facts-and-figures\/\"><strong>third worst<\/strong><\/a>\u00a0country by number of executions.<\/p>\n<p style=\"text-align: justify;\">It\u2019s for this reason that some climate justice campaigners, including author Naomi Klein, are calling this the &#8220;Carceral Climate Summit&#8221;.<\/p>\n<p style=\"text-align: justify;\">Klein is one of the dozens of prominent environmentalists and politicians, alongside Bill McKibben and UK MP Caroline Lucas, who expressed their alarm in a letter earlier this year.<\/p>\n<p style=\"text-align: justify;\">\u201cWe are deeply concerned that [a successful conference] will not be possible due to the repressive actions of the Egyptian government,\u201d the signatories\u00a0<a href=\"https:\/\/freealaa.net\/100daystocop\"><strong>wrote<\/strong><\/a>.<\/p>\n<p style=\"text-align: justify;\">\u201cIndeed, it seems more likely at this point that the conference will be used to whitewash human rights abuses in the country.\u201d<\/p>\n<h2>Who is going to be at COP27?<\/h2>\n<p style=\"text-align: justify;\">Around 90 heads of state have so far confirmed their attendance at COP27, a senior Egyptian official said earlier this month.<\/p>\n<p style=\"text-align: justify;\">Special representative for the COP27 presidency Wael Aboulmagd did not give away specific names, but it\u2019s expected that world leaders and representatives from more than 190 countries will attend the summit.<\/p>\n<p style=\"text-align: justify;\">Tens of thousands of negotiators, members of the press and observer organisations will be descending on Sharm El-Sheikh too.<\/p>\n<p style=\"text-align: justify;\">US President Biden is reportedly attending alongside climate envoy John Kerry, despite the conference coming amid the US midterm elections.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\"><strong><span class=\"widget__quoteText\">I am urging leaders at the highest level to take full part in COP27 and tell the world what climate action they will take nationally and globally.<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-76748\" src=\"https:\/\/www.carilec.org\/wp-content\/uploads\/2022\/11\/Capturemarks.png\" alt=\"\" width=\"69\" height=\"31\" \/><\/span><\/strong><\/p>\n<\/blockquote>\n<div class=\"widget widget--type-quotation\n    widget--size-fullwidth\n    widget--align-center\"><\/p>\n<div class=\"widget__wrapper\">\n<div class=\"widget__content\">\n<blockquote>\n<div class=\"widget__authorText\">\n<div class=\"widget__authorText\">-Antonio Guterres-<\/div>\n<div class=\"widget__author_descriptionText\">UN Secretary-General<\/div>\n<\/div>\n<\/blockquote>\n<div><\/div>\n<\/div>\n<\/div>\n<\/div>\n<div>\n<p>\u201cCOP27 is the place for all countries &#8211; led by the G20 &#8211; to show they are in this fight and in it together. Previous UK PM Liz Truss reportedly \u201cadvised\u201d the new monarch &#8211; a veteran climate advocate &#8211; that he should not go, and Buckingham Palace confirmed he would comply.<\/p>\n<p style=\"text-align: justify;\">Egypt\u2019s minister of foreign affairs, Sameh Shoukry, is taking over from COP26 president Alok Sharma (also attending) and will play a key role at the summit.<\/p>\n<h2>Why is COP27 so important?<\/h2>\n<p style=\"text-align: justify;\">COP matters because it provides the time and space for world leaders to take stock of the latest climate science and enact change which can only be achieved collaboratively.<\/p>\n<p style=\"text-align: justify;\">In 2015, COP21 delivered the Paris Agreement; the first legally binding global treaty on climate change, committing 196 parties to keep global warming under 1.5C above pre-industrial levels.<\/p>\n<p style=\"text-align: justify;\">More often the conferences are a catalogue of failures, as far as those who most urgently need climate action are concerned.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.euronews.com\/green\/2021\/11\/16\/tears-climate-fears-and-watered-down-agreements-what-does-the-final-cop26-agreement-really\"><strong>COP26<\/strong><\/a>\u00a0saw a flurry of new pledges &#8211; around\u00a0<a href=\"https:\/\/www.euronews.com\/green\/2021\/11\/04\/cop26-biggest-polluters-are-missing-from-major-pledge-to-phase-out-coal\"><strong>coal<\/strong><\/a>,\u00a0<a href=\"https:\/\/www.euronews.com\/green\/2021\/11\/02\/over-100-world-leaders-make-landmark-pledge-to-end-deforestation-by-2030\"><strong>deforestation<\/strong><\/a>, methane emissions and more &#8211; but ultimately still left us on track to hit 2.4C, according to the Climate Action Tracker.<\/p>\n<p style=\"text-align: justify;\">As well as curbing emissions, developed countries promised at COP21 to provide developing countries with\u00a0<a href=\"https:\/\/www.euronews.com\/green\/2021\/12\/17\/100bn-in-climate-finance-is-coming-how-and-where-will-it-be-used\"><strong>$100 billion<\/strong><\/a>\u00a0(\u20ac90 billion) a year for climate mitigation and adaptation by 2020 &#8211; a target they are unlikely to reach until 2023 at the earliest.<\/p>\n<p style=\"text-align: justify;\">Now, bearing the brunt of escalating climate change, vulnerable nations are focussed on the third strand of climate finance:\u00a0<a href=\"https:\/\/www.euronews.com\/green\/2022\/09\/21\/denmark-becomes-first-country-to-pay-for-loss-and-damage-from-climate-change\"><strong>loss and damage.<\/strong><\/a><\/p>\n<p style=\"text-align: justify;\">This issue &#8211; or twiddling thumbs.
