About Us

CARILEC is an association of electric energy providers and stakeholders operating in the electricity industry in the Caribbean and other parts of the Americas, with the mission of “facilitating access to business solutions, capacity building, networking and knowledge sharing opportunities, advocacy and mutual assistance”.

The association was founded as an Association of Electric Utilities, with additional membership categories for “Associate” and “Affiliate” members, comprising companies which conduct business in the industry. In keeping with the previous Strategic Plan for the period 2017 to 2022, and the current Strategic Plan for 2023 to 2030, the Association has transitioned and repositioned into an “association of electric energy providers” and now includes a specific membership category for “Independent Power Producers (IPPs)”, as well as Board level representation for this membership category.

To further broaden the base of representation and to extend the perspectives and mandate of the Association, beyond electric utility and corporate interests, an “Individual Membership category, comprising four classes, has also been established: i.) student (undergraduate and post-graduate) ii.) academic (lecturers and researchers) iii.) independent practitioners (Solar PV Installers, Energy Efficiency Auditors, EV Technicians and Consultants) and iv.) and Honorary Lifetime Members.

Our History

CARILEC was established in 1989 with nine (9) members as part of an electric utilities modernization project funded by the United States Agency for International Development (USAID) and implemented by the National Rural Electric Cooperative Association (NRECA) under a five-year Co-operative Agreement.

The nine founding utility members were:

  • Barbados Light & Power Company Limited (BLPCL)
  • British Virgin Islands Electricity Corporation (BVIEC)
  • Dominica Electricity Services (DOMLEC)
  • Grenada Electricity Services Ltd. (GRENLEC)
  • St. Lucia Electricity Services Limited (LUCELEC)
  • St. Vincent Electricity Services Limited (VINLEC)
  • Montserrat Utilities Limited (MUL)
