We are looking for a highly motivated, goal oriented, responsible, and committed person to join our Company in the role of Manager, Procurement Services in the Procurement Services Department of our Finance & Business Support Division at our Corporate Headquarters in Belize City.
Job Location: Belize City
Primary Responsibilities:
- Implement robust and effective standards, processes, and procedures to support the operational effectiveness of BEL in relation to procurement and contracts.
- Provide procurement and contracts governance to ensure compliance with all legal, regulatory, and policy obligations.
- Manage the procurement of supplies, materials, and equipment costs effectively while maintaining consistent quality and proficient delivery of service requests.

- Produce and maintain internal guidance documents and training on procurement and contract management.
- Demonstrate a proactive approach to risk management, ensuring risks and issues are identified, addressed, and reported.
- Works closely with the treasury team to implement appropriate risk management processes and support tracking of currency risk for BEL.
- Oversee the development, management, and coordination of a variety of contracts, including labour, material, capital, and maintenance projects, and unit pricing.
- Ensure the development, creation, and maintenance of Requests for Quotes (RFQ), Purchase Orders and Contracts for material, supply and labour acquisition, and IT system requirements.
- Coordinate requests and balance team resources based on workload to ensure departmental delivery within service levels; this includes setting priorities, monitoring progress, and resolving disputes.
- Oversee the quality of work performed by the teams; this includes ensuring practices and processes meet regulatory and code obligations.
- Manage concerns from internal auditors pertaining to compliance within standards regarding contract management, accounting practices, inter-affiliate agreements and other project delivery processes.
- Identify financial impacts to capital programs for the purpose of forecasting procurement and contract services and provide key performance measurements and communication documents.
- Ensure consistency of practices and processes across BEL; this includes the review and analysis of the effectiveness and efficiency of existing practices and processes, and the development of strategies to improve performance and customer service.
- Liaise with Legal Services in the delivery and execution of updated procurement and contract documents.
- Provide technical expertise and guidance to the team and internal customers.
- Review procurement documents and contracts for content and accuracy and ensure compliance with legal, corporate, and quality standards.
- Provide guidance to internal customers concerning procurement processes and supplier evaluations.
- Identify potential contract opportunities and work with internal customers to develop them.
- Develop, implement, and maintain departmental measurements and key performance indicators; this will include consultation and communication with internal customers and reporting on the key performance indicators.
- Develop appropriate communication structures with various business units of BEL and coordinate regular alignment sessions with BEL key stakeholders.
- Manage an operating budget; this includes annual budget planning, providing monthly current estimates and variance analyses, and ensuring budget targets are achieved.
- Special projects and other duties as assisgned.
General Management Responsibilities:
- Lead, manage, and coach direct reports and set annual performance goals, conduct appraisals and performance feedback for the department on a regular basis.
- Prepare and manage yearly operating budget to effectively carry out the functions of the department, ensuring budget targets are achieved.
- Provide monthly department reports and ensure timely and accurate submission of the department’s performance.
- Support the Company’s Business Planning process by developing the Department’s 5-Year Plans and Budget, and manage the department’s budget in accordance with the Manual of Authorities.
- Ensure timely execution of the Company’s health, safety, and environmental action plan applicable to the department.
- Ensure that the department supports the Emergency Preparedness Plans before, during, and after national emergencies.
- Acquire, allocate, and manage staff and equipment resources according to changing needs.
- Identify, manage, monitor, and minimize risks, and implement effective controls for the processes and activities within the area of responsibility.
- Contribute to the updating of risk assessments for the Company’s Enterprise Risk Management System and make recommendations for improvement to reduce risks Management System and make recommendations for improvement to reduce risks.
Education & Experience:
- Master’s degree in Supply Chain Management, Business Administration, or a related discipline with 2 years’ relevant working and supervisory experience or;
- Minimum of a Bachelor’s degree in Supply Chain Management, Business Administration or a related discipline with 5 years’ relevant working and supervisory experience.
- Relevant certification in Supply Chain Management would be an asset.
- Experience working in a regulated environment, preferably within the electrical utility industry, would be an asset.
- Holder of CSME Skilled Certificate or willing to acquire the same where applicable.
