Consultancy to analyse options to finance human mobility in the context of climate change and develop concrete recommendations

REQUEST FOR EXPRESSIONS OF INTEREST (EOI)

The scope of this service contract is determined by the Global Programme Human Mobility in the Context of Climate Change (HMCCC) which is jointly implemented between the German International Development Corporation (GIZ) and the Organisation of Eastern Caribbean States (OECS) Commission. The purpose of this Expression of Interest is twofold:

• Analysis of options to finance HMCCC related projects in (Eastern) Caribbean including public sector, private sector, donors, development partner and development banks
• Based on this analysis, development of concrete recommendations on funding options for HMCCC projects including outreach strategy, conditions of application, eligibility, timeline,

The final report shall provide an analysis of funding options for HMCCC related projects in the (Eastern) Caribbean, including, but not limited to:

• Overview of options, modes, and instruments for financing HMCCC in the (Eastern) Caribbean and develop concrete and innovative recommendations on who to approach for what, including a climate finance roadmap and policy recommendations to leverage HMCCC finance in the (Eastern) Caribbean
• Conduct an HMCCC stakeholder analysis including donors, government agencies, private sector, financial institutions, and banks and identify modalities for funding opportunities (eligibility, conditions, timeline, )
• Analyse impact of COVID-19 on financing; restrictions, but also opportunities through g. recovery funds

Terms of Reference (ToR) describing the exact scope of works in greater depth will be made available to all qualified persons together with the tender documents.

GIZ now invites eligible persons to indicate their interest in providing these services. Interested persons must provide expressive information demonstrating that they have the required qualifications and relevant experience to perform the services:

• An official letter expressing interest;
• An up to date version of expert’s CV in English language with a maximum of 3 pages;
• A scanned copy of a valid ID g. Passport or Driver’s license (both sides);

For consideration, all interested and qualified persons should submit the aforementioned documents electronically as a single PDF by 4:00 pm (1600 hours) Eastern Caribbean time no later than 15th June 2021.
