Official Notice: Issuance of Request for Proposals (RFP)

Troumassee 10MWac Solar PV, 13.3MW/26.6MWh BESS, and Substation Project.

The St. Lucia Electricity Services Limited (LUCELEC) hereby announces the official issuance of the Request for Proposals (RFP) for the Engineering, Procurement, and Construction (EPC) of its Troumassee 10MWac Solar Photovoltaic (PV) facility, 13.3MW/26.6MWh Battery Energy Storage System (BESS), and associated 66kV/11kV substation.

This RFP represents a significant step in LUCELEC’s ongoing commitment to advancing Saint Lucia’s energy security, grid stability, and climate resilience. The project will be located on the southeast coast of the island at Troumassee, Micoud, and will be directly connected to LUCELEC’s transmission network.

Key Milestones and Dates

All proposals must be submitted in accordance with the instructions and timelines specified in the RFP. Tenderers are reminded to ensure completeness and compliance with all requirements, as outlined in both the RFP document and the schedule of submissions.

LUCELEC is committed to a transparent and competitive tendering process. The LUCELEC Tenders Evaluation Committee (TEC) will evaluate all submissions based on technical merit, commercial value, and adherence to the project’s objectives and requirements.
