Caribbean Efficient and Green-Energy Buildings Project and Caribbean Resilient Renewable Energy Infrastructure Investment Facility
The Government of Grenada has received financing from the World Bank towards the costs of the Caribbean Efficient and Green-Energy Buildings Project (CEGEB Project) and intends to apply part of the proceeds to eligible payments for consulting services under the project to support the engagement of an Energy Efficiency Officer.
The consulting services (“the Services”) will be responsible for assessing which energy efficiency measures could be implemented, passive and active, identifying the most energy-intensive equipment and estimating the energy savings. Perform technical-economic analysis to determine the feasibility and cost-effectiveness of proposed energy efficiency measures and renewable energy installations for all components of the program according to the policies of the World Bank and the Ministry of Climate Resilience.
The Contract duration is two (2) years, renewable based on satisfactory performance.

The Central Procurement Unit acting on behalf of The Ministry of Climate Resilience, the Environment and Renewable Energy now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae template with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are:
Qualification
- Master’s degree in Engineering (civil, mechanical, electrical, architecture) with 5 years’ experience OR Bachelor’s degree in Engineering (civil, mechanical, electrical, architecture) with a minimum of 10 years’ experience (40 points)
Specific Experience
- Minimum 5 years of experience working in the energy sector and/or construction sector in energy auditing of buildings and preparation of detailed project designs related to energy efficiency. (30 points)
General Experience

- Experience with Works or Supplies contracts, either in design, writing of specifications, bills of quantities, tender procedures or site works supervision. (30 points)
The attention of interested Consultants (including firms) is drawn Section III, paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
