Caribbean Efficient and Green-Energy Buildings Project and Caribbean Resilient Renewable Energy Infrastructure Investment Facility

The Government of Grenada has received financing from the World Bank towards the costs of the Caribbean Efficient and Green-Energy Buildings Project (CEGEB Project) and the Caribbean Resilient Renewable Energy Infrastructure Investment Facility (CRREIIF) and intends to apply part of the proceeds to eligible payments for consulting services under the project to support the engagement of a Monitoring and Evaluation Officer.

The consulting services (“the Services”) will be responsible for project implementation by providing monitoring and evaluation services using developed tools and procedures in achieving the Project Development Objectives (PDO), leading and executing the monitoring and evaluation functions for all components of the program according to the policies of the World Bank and the Ministry of Climate Resilience.

The Contract duration is two (2) years, renewable based on satisfactory performance.

The Central Procurement Unit acting on behalf of The Ministry of Climate Resilience now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae template with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are:

Qualification

  • Master’s (MSc) degree in Social Science, Environmental Science, Business Administration, with 5 years’ experience OR a Bachelor’s Degree in Social Science, Environmental Science, Business Administration with 10 years’ experience
  • Training or certification in energy measurement and verification (e.g., CMVP – Certified Measurement and Verification Professional, or equivalent), or demonstrated experience applying the IPMVP protocol.

Specific Experience

  • Minimum 5 years of professional experience in Monitoring and Evaluating, data collection and analysis, environmental studies in the energy sector.

 General Experience

  • Experience developing or reviewing M&V Plans and conducting savings verification for energy-efficiency or renewable-energy projects.
  • Experience in project review and project systems development financed by multilateral development bank.
  • Experience working in the Caribbean or Small Island developing States

The attention of interested Consultants (including firms) is drawn Section III, paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
