GGGI seeks to recruit a Climate Investment Tracking Consultant who will support the Government of Saint Lucia and work with the existing GGGI, OECS, Climate Analytics, and WRI team to deliver monitoring, reporting, verification (MRV) related tasks under the CAEP project, specifically under the sub-task on monitoring spending on NDC and climate action as summarily articulated as Activity A731 of the final NDCP CAEP Terms of Reference for technical support.
The main scope of this assignment is to provide technical support to the Government of Saint Lucia to develop a budget tracking system or tool for monitoring investment/spending on NDC and climate action. The consultant will work under the leadership and guidance of the GGGI Caribbean Program Lead and coordinate closely with OECS, Climate Analytics, and WRI team members. The Expert will work closely with the agencies and Government of Saint Lucia, specifically the Departments with responsibility for Finance and Economic Development, among others, in order to obtain their input to the development of the tool, and ensure they will be able to use it effectively in the future. The consultant will be responsible for the delivery of the following specific activities that form crucial bases for the finalization of the NDC-CAEP project in Saint Lucia.
Project Summary
GGGI, along with partner organizations OECS (Organisation of Eastern Caribbean States),Climate Analytics, and WRI has been selected by the NDC Partnership to provide support to the Government of Saint Lucia under the Climate Action Enhancement Package (CAEP, pronounced “cap”), which is aimed at fast-tracking support to countries to enhance the quality, increase the ambition, and implement nationally determined contributions (NDCs).
Under the Paris Agreement, countries revise their NDCs every five years to cut greenhouse gas emissions to limit Earth’s temperature rise and implement solutions to adapt to the effects of climate change. The updating of NDCs and their implementation presents countries with significant opportunities to align their climate and development agendas to promote sustainable growth, but also presents challenges in reinventing policies and operations and mobilizing enough investment. The CAEP provides technical and financial support to countries to enhance the quality and increase the ambition of their contributions to the Paris Agreement.
Scope of Work
1. Develop a budget tracking system or tool for monitoring investment/spending including in-kind contribution on NDC and climate action.
- Investigate current work being done on budget tracking, including the Public Sector Investment Program (PSIP), the CCORAL tool, and the proposed GCF readiness project on climate financing tracking.
- Conduct consultations with the Departments of Economic Development and Finance to understand relevant current financial and budgetary processes and data availability.
- Based on these consultations, as well as international best practice, experiences and lessons from elsewhere, provide recommendations for a path forward on recording and reporting government spending on NDC and climate action. Solicit feedback from the NDC Focal Point and various stakeholders and modify recommendations as necessary.
- Develop a system or tool for monitoring spending, including documentation (processes, instructions) of how the tool is to be used by the relevant Departments in the future.
- Make recommendations of future actions that can be taken to further support climate action monitoring.
- Throughout the project, coordinate with the GGGI, OECS, and Climate Analytics team to ensure the budget tracking system and processes are developed in alignment with other NDC and CAEP work.
2. Develop training materials for use of the budget tracking system and assist with capacity building for relevant government staff - Produce written manual for users of the budget tracking system
- Prepare and deliver content for one capacity building training workshop
Output/Reporting Requirements/Deliverables

The consultant shall report regularly to the Project Lead and provide written monthly status reports. The consultant must work as part of a team with GGGI, and other partners at all times. Microsoft PowerPoint and Word products must be delivered using GGGI templates provided. This is a deliverable based contract. The consultant will be responsible for the development and submission of the following deliverables. Due dates are subject to change based on the project schedule.
For each deliverable except for #1, the consultant is required to deliver a draft version one month prior to the deadline, and a final version by the deadline.
Qualifications/Experience/Expertise
Academic qualifications:
- Advanced degree (MSc or PhD) in thematic areas relevant to the assignment (natural/environmental/technical sciences, public administration, international climate change policy, finance, environmental economics or other relevant areas)
Experience:
- At least 10 years relevant experience in relevant areas including data collection and analysis, public sector budgetary processes, design/implementation of tracking systems, public financial management, budget classifications, budget planning, and budget execution.
- Knowledge and experience working on programs related to climate change or sustainability, ideally related to national climate change policy, NDCs, MRV and national climate change response mechanisms / mainstreaming climate into budgetary processes and systems.
- Experience with developing methodologies for data management and tracking using MS Excel, Access, or similar applications
- Experience working with international institutions (UN agencies or other) and government institutions
- Developing country experience is an asset. Experience working in Saint Lucia or other Caribbean islands is an asset.
- Excellent communication, presentation, report writing and analytical skills., and experience in research: desk review, carrying out interviews/consultations liaising with multiple stakeholders.
- Capability to work effectively under deadline pressure and to take on a range of responsibilities.
- Able to work independently and self-manage deadlines and deliverables.
- Able to work cooperatively as part of a team.
