GGGI seeks to recruit an experienced website developer who will support the government of Antigua and Barbuda to update the Department of Environment website to reflect NDC implementation progress and tracking delivered under the CAEP project.

The main scope of this assignment is to provide technical support to the Government of Antigua and Barbuda to update/expand the DOE website to reflect NDC implementation progress. The Website Implementation Consultant will work closely with the GGGI NDC Specialist and MRV Expert under the leadership and guidance of the GGGI Caribbean Program Lead. The consultant will also coordinate with OECS and Climate Analytics team members as needed.  The consultant will work closely with the staff of the Antigua and Barbuda Department of Environment, in order to obtain their input to the tasks, as well as to ensure they are able to update the website as needed in the future. The Website Developer will be responsible for the delivery of the following specific activities that form crucial bases for the finalization of the NDC-CAEP in Antigua.

 

Project Summary

GGGI, along with partner organizations OECS (Organisation of Eastern Caribbean States) and Climate Analytics, has been selected by the NDC Partnership to provide support to the Government of Antigua and Barbuda under its Climate Action Enhancement Package (CAEP, pronounced “cap”), which is aimed at fast-tracking support to countries to enhance the quality, increase the ambition, and implement nationally determined contributions (NDCs).

Under the Paris Agreement, countries revise their NDCs every five years to cut greenhouse gas emissions to limit Earth’s temperature rise and implement solutions to adapt to the effects of climate change. The updating of NDCs and their implementation presents countries with significant opportunities to align their climate and development agendas to promote sustainable growth, but also presents challenges in reinventing policies and operations and mobilizing enough investment. The CAEP provides technical and financial support to countries to enhance the quality and increase the ambition of their contributions to the Paris Agreement.

Scope of Work

1.      Update the Department of Environment of Antigua & Barbuda website to reflect NDC implementation progress and tracking

  • Collaborate with GGGI NDC specialist and MRV consultant to collect data and information on NDC implementation progress and tracking
  • Design and develop a user-friendly web dashboard for use on computers and mobile devices reflecting NDC implementation progress and tracking results.  Develop an initial mock-up and solicit feedback, and then a full working product that can be integrated within the existing DOE website.
  • Work with DOE technical staff to integrate the dashboard into the existing website (note the existing website is built on PHP using the CodeIgniter framework)
  • Provide creative suggestions on how to improve the user-friendliness of the DOE website
  • Create and update content of pages as agreed with DOE and GGGI
  • Design a user-friendly front end website while maintaining branding, color and style in agreement with DOE
  • Develop and implement a process (roles, responsibilities, tasks, timeline) for the dashboard to be continuously updated following the assignment
  • Provide onsite support and training of appointed DOE staff in both the administrator interface and basic maintenance of the site architecture and design
  • Edit and update the content of the website as requested by DOE and GGGI throughout the duration of the assignment
  • Participate in bilateral meetings, workshops and conference calls as necessary for the successful completion of the assignment

2.      Design and develop briefs and infographics that summarize NDC implementation progress

  • Work with GGGI/DOE team to design briefs and infographics to communicate NDC implementation progress to various audiences
  • Create briefs and infographics with current data/information
  • Provide templates of briefs and infographics for future use
  • Develop process for updating/development of briefs and infographics in the future

Output/Reporting Requirements/Deliverables

The consultant shall report regularly to the Project Lead and provide written monthly status reports. The consultant must work as part of a team with GGGI, and other partners at all times.  Microsoft PowerPoint and Word products must be delivered using GGGI templates provided.  This is a deliverable based contract. Due dates for deliverables are subject to change based on the project schedule. The consultant will be responsible for the development and submission of the deliverables listed in the table below.

For each deliverable, except for #1, the Consultant is required to deliver a draft version one month prior to the deadline, and a final version by the deadline.

Qualifications/Experience/Expertise

Academic qualifications:

  • Bachelor´s degree or higher in Computer Science or equivalent

Experience:

  • Minimum 5 years of relevant experience as web developer/master is required
  • Hands-on experience with modern front-end frameworks – Foundation, Bootstrap, MDL or equivalent
  • Familiarity with Java Script web frameworks – react. Angular.js, backbone
  • Familiarity with modern web user interface design patterns
  • Experience with creating layout packages for CMS implementation
  • Knowledge of web accessibility standards
  • Knowledge/experience working on programs related to climate change or sustainability is a plus
  • Experience working with international institutions (UN agencies or other) and government institutions is an asset
  • Developing country experience is an asset. Experience working in Antigua and Barbuda or other Caribbean islands is an asset.
  • Capability to work effectively under deadline pressure and to take on a range of responsibilities
  • Able to work independently and self-manage deadlines and deliverables
  • Demonstrate/safeguard of ethics and integrity
  • Demonstrate corporate knowledge and sound judgment

Language:

  • Fluency in written and spoken English is required
