GGGI seeks to recruit a Specialist for Climate-Resilient Insurance, who will support the Government of Antigua and Barbuda and work with the existing GGGI, OECS, and Climate Analytics team to deliver policy development tasks under the NDCP CAEP project, specifically under the sub-tasks on establishment of a mandatory national insurance scheme for farmers, fishers, and residential and business owners to facilitate their recovery from the financial impacts of extreme climate events.  As part of its activities in making the country more climate-resilient, the government wishes to implement such a scheme in an equitable way and to scale it up using local and regional financing.

The main scope of this assignment is to provide technical support to the Government of Antigua and Barbuda to conduct stakeholder engagement to inform the development of climate risk insurance products, conduct feasibility studies in consultation with relevant ministries, develop a draft policy paper outlining options for a national insurance scheme, and support the government in establishment of such a scheme by developing policy wording and associated briefing papers.  The Climate Analytics/OECS team is tasked with conducting several related activities, including a market assessment of insurance products currently available and related policies, and developing baseline indicators for a framework for a mandatory insurance scheme, and inputs from these activities will inform the work of the Specialist.

The Specialist will work under the leadership and guidance of GGGI Caribbean Program Lead, and will work closely with the Climate Analytics/OECS team working on related activities. The Specialist will work closely with the staff of the Government of Antigua and Barbuda, in order to obtain their input to the tasks, as well as to build their skills and knowledge in this area and ensure they understand the methodology used. The Specialist will be responsible for the delivery of the following specific activities that form crucial bases for the finalization of the NDC-CAEP project in Antigua and Barbuda.

Project Summary

GGGI, along with partner organizations OECS (Organisation of Eastern Caribbean States) and Climate Analytics, has been selected by the NDC Partnership to provide support to the Government of Antigua and Barbuda under its Climate Action Enhancement Package (CAEP, pronounced “cap”), which is aimed at fast-tracking support to countries to enhance the quality, increase the ambition, and implement nationally determined contributions (NDCs).

Under the Paris Agreement, countries revise their NDCs every five years to cut greenhouse gas emissions to limit the Earth’s temperature rise and implement solutions to adapt to the effects of climate change. The updating of NDCs and their implementation presents countries with significant opportunities to align their climate and development agendas to promote sustainable growth, but also presents challenges in reinventing policies and operations and mobilizing enough investment. The CAEP provides technical and financial support to countries to enhance the quality, and increase the ambition of their contributions to the Paris Agreement.

Scope of Work

1. Participate in a kick-off meeting/call with government, GGGI colleagues, and other partners as appropriate. An inception report and work plan should be produced confirming the methodology, timeline, and scope of work for the assignment.

2. Assist with planning, coordinating, and carrying out stakeholder mapping and  consultation with insurance supervisory authorities, insurance practitioners and policymakers to inform the development of climate and disaster risk insurance products to build resilience.  In conjunction with the teams working on related activities, support, inform, provide input and material to and participate in these stakeholder consultations and prepare summary material as needed. Distribute and gather feedback via GGGI workshop evaluation form for all workshops held.

3. Based on the results of related activities, develop possible scenarios for future insurance schemes and perform technical and financial feasibility studies and impact analyses.

4. Based on the results of related activities, and in coordination with the team working on related activities, develop a green paper with outlined policy options and recommended guidelines for implementation of National Insurance Scheme and circulate paper to policymakers for review.  The green paper should indicate how the insurance scheme will be designed to reduce the vulnerability of residential and commercial building owners, farmers, and fishers in order to make them more financially secure post-disaster, include the rationale for recommending a particular type of insurance for the scheme, and should serve to influence policy decisions in the future. It should also outline how such a scheme will fit into Antigua and Barbuda’s  broader climate finance  architecture and  facilitate systemic resilience.

5. Develop a draft national post-disaster recovery insurance policy to guarantee access, equity and to facilitate scaling up using local and regional financing, based on the results of the other related activities. This should include policy language as well as a financing plan for the scheme.

6. Support the government as necessary in seeking a Cabinet decision on the scheme, including developing Cabinet briefing papers and organizing a briefing event as necessary.

Output/Reporting Requirements/Deliverables

The Consultant shall report regularly to the Project Lead, and provide written monthly status reports. The Consultant must work as part of a team with GGGI, and other partners at all times.  Microsoft PowerPoint and Word products must be delivered using GGGI templates provided.  This is a deliverable based contract, the Consultant will be responsible for the development and submission of the following deliverables.  Due dates are subject to change based on the project schedule.

For each deliverable except for #1, the consultant is required to deliver a draft version one month prior to the deadline, and a final version by the deadline.

Qualifications/Experience/Expertise

  • Advanced degree (MSc or PhD) in related discipline such as risk management, sustainable development, climate change, environmental economics, finance, business or related fields
  • At least 10 years overall relevant experience
  • Experience and knowledge in insurance markets and their applicability to climate resilience
  • Experience in climate adaptation, resilience and climate impacts on livelihoods, especially agriculture, fishing, and small businesses, as well as financing of government programs in developing countries
  • Experience in preparing feasibility studies, particularly in relation to insurance schemes
  • Experience working with international institutions (UN agencies or other) and government institutions is an asset.
  • Experience organizing and facilitating stakeholder consultations and/or events
  • Capability to work effectively under deadline pressure and to take on a range of responsibilities.
  • Able to work independently and self-manage deadlines and deliverables
  • Developing country experience is an asset. Experience working in Antigua or other Caribbean islands is an asset
  • Excellent communication, presentation, report writing and analytical skills
