GGGI seeks to recruit an NDC Specialist who will support the Government of Antigua and Barbuda and work with the existing GGGI, OECS, and Climate Analytics team to deliver policy development tasks under the NDCP CAEP project, specifically under the sub-tasks on fast-tracking and mainstreaming NDC implementation, strengthening systems for NDC tracking, and stakeholder engagement and communications.

The main scope of this assignment is to provide technical support to the Government of Antigua and Barbuda to review and upgrade NDC implementation plans and mainstream these into government sector plans and National Adaptation Plan. The NDC Specialist Consultant will work closely with the GGGI MRV Expert Consultant under the leadership and guidance of the GGGI Caribbean Program Lead. The Specialist will also coordinate with OECS and Climate Analytics team members as needed.  The Specialist will work closely with the staff of the Antigua and Barbuda Department of Environment (DOE), to ensure that the outputs delivered are in line with national priorities and also to obtain the input of the DOE to the tasks, as well as to build their skills and knowledge in this area and ensure they understand the methodology used. The NDC Specialist will be responsible for the delivery of the following specific activities that form crucial bases for the finalization of the NDC-CAEP in Antigua and Barbuda.

Project Summary

GGGI, along with partner organizations OECS (Organisation of Eastern Caribbean States) and Climate Analytics, has been selected by the NDC Partnership to provide support to the Government of Antigua and Barbuda under its Climate Action Enhancement Package (CAEP, pronounced “cap”), which is aimed at fast-tracking support to countries to enhance the quality, increase the ambition, and implement nationally determined contributions (NDCs).

Under the Paris Agreement, countries revise their NDCs every five years to cut greenhouse gas emissions to limit Earth’s temperature rise and implement solutions to adapt to the effects of climate change. The updating of NDCs and their implementation presents countries with significant opportunities to align their climate and development agendas to promote sustainable growth, but also presents challenges in reinventing policies and operations and mobilizing enough investment. The CAEP provides technical and financial support to countries to enhance the quality and increase their ambition of their contributions to the Paris Agreement.

Scope of Work

1. Develop a formal NDC implementation plan and policy for achieving NDC targets

  • Based on Antigua and Barbuda’s NDC goals and outputs from CAEP activities delivered by Climate Analytics (including sector-specific mitigation plans) develop a plan and policy listing specific steps toward reaching the targets
  • Collaborate with the Data Management Unit in the implementation of the Capacity Building Initiative for Transparency (CBIT) project to identify synergies and collaborate in delivering common project outputs
  • Harmonize plans and policies already in place
  • Recommend and facilitate steps to create an enabling environment for achieving NDCs

 

2.      Mainstream updated NDC targets and actions into relevant government plans´

  • Undertake stakeholder mapping and engagement
  • Work with relevant stakeholders to update relevant existing plans and policies, including the updated Medium-Term Development Strategy (MTDS), and sector plans) to align with other CAEP activities
  • Provided technical input to the National Adaptation Plan (NAP) based on NDC targets

 

3.      Develop a stakeholder engagement plan and communication plan

  • Undertake stakeholder mapping
  • Consult with government representatives to identify primary stakeholders with respect to NDC development and implementation
  • Develop stakeholder engagement plan and communication plan

 

 4.      Lead the development of briefing documents for Cabinet, ministries and other actors

  • Prepare progress reports and briefing notes for Cabinet, ministries and other actors (international organizations, non-governmental organizations private sector) summarizing NDC implementation strategies and plans
  • Organize and deliver one briefing event

 

 5.      Contribute to other NDC-related CAEP tasks

  • Review Antigua’s NDC targets and outputs from other related CAEP activities
  • Assist in developing a methodology to track the implementation and assess the impacts of mitigation and adaptation actions, including defining metrics and collecting data on progress toward NDC goals
  • Provide input into development of NDC tracking tool and web dashboard
  • Support the Data Management Unit in strengthening the environmental information systems to store the data generated
  • Contribute to development of one briefing event

Output/Reporting Requirements/Deliverables

The Consultant shall report regularly to the Project Lead and provide written monthly status reports. These monthly status reports will also be provided to the Department of Environment. The Consultant must work as part of a team with GGGI, DOE, and other partners at all times.  Microsoft PowerPoint and Word products must be delivered using GGGI templates provided.  This is deliverable based contract; the consultant will be responsible for the development and submission of the following deliverables.  Due dates are subject to change based on the project schedule.

For each deliverable, except for #1, the consultant is required to deliver a draft version one month prior to the deadline, and a final version by the deadline.

 Qualifications/Experience/Expertise

Academic qualifications:

  • Advanced degree (MSc or PhD) in sustainable development, climate change, energy, environmental economics or related fields is required

Experience:

  • At least 10-15 years of overall relevant experience in policy development, implementation and tracking, focused on climate change, NDCs or sustainable development.
  • Experience in energy sector GHG modeling, target setting and strategy development.
  • Experience developing knowledge products on NDCs or related climate change topics.
  • Experience working with international institutions (UN agencies or other) and government institutions is an asset.
  • Excellent communication, presentation, report writing and analytical skills.
  • Developing country experience is an asset. Experience working in Antigua or other Caribbean islands is an asset.
  • Capability to work effectively under deadline pressure and to take on a range of responsibilities.
  • Able to work independently and self-manage deadlines and deliverables.

Language:

  • Fluency in written and spoken English is required
