GGGI seeks to recruit an MRV Expert who will support the Government of Antigua and Barbuda and work with the existing GGGI, OECS, and Climate Analytics team to deliver MRV-related tasks under the CAEP project, specifically under the sub-tasks on strengthening MRV systems for NDC implementation tracking, and planning to fast-track NDC implementation.
The main scope of this assignment is to provide technical support to the Government of Antigua and Barbuda to improve the existing MRV framework. The MRV Consultant will work closely with the GGGI NDC Specialist and with the UNFCCC MRV Hub under the leadership and guidance of the GGGI Regional MRV Specialist and the GGGI Caribbean Program Lead. The Consultant will also coordinate with OECS and Climate Analytics team members as needed. The Expert will work closely with the staff of the Antigua and Barbuda Department of Environment (DOE), to ensure that the outputs delivered are in line with national priorities and also to obtain the input of the DOE to the tasks, as well as to build their skills and knowledge in this area and ensure they understand the methodology used. The MRV Expert will be responsible for the delivery of the following specific activities that form crucial bases for the finalization of the NDC-CAEP in Antigua and Barbuda.
Project Summary
GGGI, along with partner organizations OECS (Organisation of Eastern Caribbean States) and Climate Analytics, has been selected by the NDC Partnership to provide support to the Government of Antigua and Barbuda under its Climate Action Enhancement Package (CAEP, pronounced “cap”), which is aimed at fast-tracking support to countries to enhance the quality, increase the ambition, and implement nationally determined contributions (NDCs).
Under the Paris Agreement, countries revise their NDCs every five years to cut greenhouse gas emissions to limit Earth’s temperature rise and implement solutions to adapt to the effects of climate change. The updating of NDCs and their implementation present countries with significant opportunities to align their climate and development agendas to promote sustainable growth, but also presents challenges in reinventing policies and operations and mobilizing enough investment. The CAEP provides technical and financial support to countries to enhance the quality, and increase the ambition of their contributions to the Paris Agreement.
Scope of Work
1. Review and assess current MRV strategies, tools and activities in Antigua and Barbuda
- Working with the GGGI Regional MRV Specialist, review past work conducted by the UNFCCC MRV Hub in assessing existing MRV systems/processes, and gather additional information as needed, especially regarding adaptation, mitigation, and finance.
- Review work produced by the Data Management Unit in the DOE’s reporting to the United Nations Framework Convention to Climate Change
- Review and gather information on current adaptation, mitigation and finance MRV strategies, tools and activities
- Working with the GGGI Regional MRV Specialist, jointly produce a report summarizing information gleaned on the status of current MRV strategies, tools and activities
2. Improve Antigua and Barbuda´s MRV framework and system to track mitigation and adaptation actions
- Conduct consultations with government stakeholders, the GGGI NDC Specialist, and other team members as appropriate, and define metrics/indicators (including units and period of collection) to indicate progress toward existing and and enhanced NDC goals (ie, identify the MRV implementation requirements for each aspect of the NDC).
- Work with UNFCCC MRV Hub, the GGGI Regional MRV Specialist, and the DOE’s Data Management Unit to develop a framework (strategy and structure) for MRV activities, including the methodology for data collection and processing. This framework should be overarching, so that it can be applied uniformly to all projects/activities.
- Work with the UNFCCC MRV Hub, the GGGI Regional MRV Specialist, and the DOE’s Data Management Unit to describe how the existing MRV systems/processes should be enhanced to fulfill the goals of the framework. Produce a gap analysis report.
- Develop an MRV tracking tool to be used to track mitigation and adaptation actions, and describe processes for using it.
- Assist with design of a web NDC tracking and display dashboard.
3. Track the implementation and assess the impact of mitigation and adaptation actions
- Based on the defined framework, and in coordination with stakeholders and team members, collect data on progress toward NDC goals, and conduct analysis to identify other possible impacts.
- Work with UNFCCC MRV Hub to deliver capacity building to government staff on MRV processes, methodologies, techniques, and the effective use of the MRV tracking tool
- Support the Data Management Unit in strengthening the environmental information systems to store the data generated
- Develop briefs to summarize MRV data.
4. Contribute to other NDC-related CAEP tasks
- In coordination with GGGI team, contribute to preparation of progress reports and briefing notes for Cabinet, ministries and other actors (international organisations, non-governmental organisations, private sector) summarizing NDC implementation strategies and plans
- Contribute to preparation of one briefing event
Output/Reporting Requirements/Deliverables
The Consultant shall report regularly to the Project Lead and provide written monthly status reports. These monthly status reports will also be provided to the Department of Environment. The Consultant must work as part of a team with GGGI, DOE, and other partners at all times. Microsoft PowerPoint and Word products must be delivered using GGGI templates provided. This is a deliverable based contract, the consultant will be responsible for the development and submission of the following deliverables. Due dates and deliverable contents are subject to change based on the project schedule.
For each deliverable except for #1, the consultant is required to deliver a draft version one month prior to the deadline, and a final version by the deadline.

Qualifications/Experience/Expertise
Academic qualifications:
- Advanced degree (MSc or PhD) in thematic areas relevant to the assignment (natural/environmental/technical sciences and other relevant)
Experience:
- At least 10 years of experience in the field of natural resource management and environment, of which at least 5 years in projects related to Monitoring, Reporting and Verification using methodologies applied under the UNFCCC.
- Hands-on experience with international institutions (UN agencies or other) and government institutions working with and designing national inventory systems.
- Developing country experience is an asset. Experience working in Antigua and Barbuda or other Caribbean islands is an asset.
- Excellent communication, presentation, report writing and analytical skills.
- Capability to work effectively under deadline pressure and to take on a range of responsibilities.
- Ability to work independently and self-manage deadlines and deliverables.
