The Bottom, Saba – The Executive Council of the Public Entity Saba in its capacity as sole shareholder of Saba Electric Company N.V. (SEC) has appointed Mr. David Leonce as the new President Director/ CEO of SEC. Mr. Leonce is an experienced senior executive in the utility sector.
He succeeds Mr. Charles Dexter Johnson who retired from the company effective November 30th, 2022. Mr. Leonce joins Mr. Mark Zagers, who will remain as Managing Director/CFO. Mr. Leonce assumed his responsibilities on November 10th, 2022 and will lead the organization in a time of significant technological changes in the energy sector.
Mr. Leonce is an experienced leader in the utility and energy sectorwith a diverse background in business, engineering, energy, and public policy. He brings 30 years of experience in leadership roles in the utility sector in the Caribbean and North America combined with training in renewable energy technologies, business, energy, law, and public policy. Mr. Leonce currently works with SEC as Head of the Distribution Department and is already leading the renewable energy expansion project.

David has extensive international management experience in energy. In his initial year working with SEC, he has already shown leadership exceeding his tasks. His technical and change management expertise is also welcomed in view of our planned extensive investments in expanding our renewable energy production capacity. These investments, along with other innovations as initiated under outgoing President Director Dexter Johnson will require innovation and a transformation of SEC that David will lead.”
Island Governor Mr. Jonathan Johnson said, “David’s dedication to the energy sector makes him an excellent fit for Saba Electric Company as the organization pursues its long-term strategy of energy sustainability, affordability, and energy security for the island of Saba.”
Mr. Leonce says that he is honored to serve the people of Saba and to build on the progress of the utility pioneers of this island who have strived to build an energy infrastructure that is sustainable for the people of Saba. It’s a privilege to serve in this capacity as CEO to lead an innovative utility that provides essential services which are based on innovative, renewable, and sustainable technologies. The utility of the future must ensure a future that supports socio-economic opportunities, healthier environment, and a thriving business community, this should be our commitment as a utility.
Mr. Leonce is from St. Lucia, has a Bachelor’s Degree in Energy Engineering Technologies and Master of Engineering and Public Policy (Canada). He has an MBA in Leadership and Innovation (Scotland), and a Master of Law in Energy and Infrastructure Law (Canada).
SEC is the sole electricity supplier on Saba, tasked with providing reliable and cost-effective electricity to the population of Saba. Our mission is to comprehensively plan, develop, maintain, and operate the electric utility system while nurturing sustainable economic and social development for the citizens of the Public Entity Saba.
