EXECUTIVE SUMMARY
This Caribbean Electricity Tariff Report for December 2014, published by the CARILEC Secretariat, sets
out the disaggregated typical electricity bills for the main classes of consumers, and other pertinent data for
18 CARILEC Full Member electric utilities that have participated in the survey. This report does not
provide an analysis of the necessary data across the various parts of the electricity sector, across time, and
across disaggregated customer categories in the Caribbean region. Therefore, detailed analyses, beyond the
scope of this report, will be required to adequately inform an in-depth study of the tariff across Caribbean
island states.
The typical electricity bills are indicative of the relevant electricity tariffs across the key classes of
electricity consumer in the Caribbean region. The service classification (residential, commercial, industrial,
and other) of Caribbean electricity consumers is determined by each utility and is based on various criteria
such as: the demand levels, distribution voltage, rate schedules, accounting methods, end-use applications,
and other social and economic characteristics. However, the tariff structure/components (the number and
nature of the charges applicable to customers) for a given class of service differ somewhat across island
states.
Amid some significant and wide-ranging challenges, Caribbean electric utilities have been exploring and
implementing strategies to enable the fulfillment of their responsibility to negate the impacts of higher
energy costs to the consumers and to provide electricity to the Caribbean people in a reliable and cost
effective manner.
