Water en Energiebedrijf Bonaire N.V. (WEB) is preparing for a tender for the delivery of approximately 30.000 smart meters (15k Electra and 15K Water) and Head End system in the upcoming three years.

WEB has already started a Pilot project with a supplier but wishes to explore current possibilities the market is offering.

Tenderers can apply for this tender by responding to the publication with a letter of interest and providing WEB with the necessary information.

Selection phase:
After submitting their letter of interest the tenderers will receive documents in which further required qualification standards and selection criteria are formulated. To be allegeable for participation tenderer has to provide WEB with the necessary documentation to apply for this tender.

After the application has been checked on whether the tenderer meets the set qualifications set by WEB’s the tenderer could be invited to the selection phase.

RFP phase:
WEB Bonaire intends to initiate a Request for Proposal (RFP) procedure in Q1 2026, based on the findings and insights obtained from the Request for Information (RFI). Only those suppliers who are deemed suitable based on the RFI evaluation will be invited to participate in the RFP process.

After evaluation of the received entries two parties best meeting the outlined requirements/demands will be invited to take part in the pilot phase.

The pilot phase includes further development and exploration of the possibilities the supplier is offering.

Tenderers that are not invited to the pilot phase will receive a letter of explanation. Tenderers who did not receive an invitation to the pilot phase will be given the possibility of an explanatory meeting.
