ABOUT THE AUTHORS
Nigel Burgess is the Head of Regulation at the Regulatory Authority of Bermuda (“the
RA”). With 7 years of experience in utility regulation, Nigel’s responsibilities include
managing the Regulation Department, encompassing the financial, economic and
technical units for the electricity, electronic communications, submarine cables, and
the soon to be fuel sectors. Nigel played an instrumental role in the development of
Bermuda’s electricity regulatory framework. Most recently Nigel helped to pioneer
Bermuda’s roadmap to a cleaner energy future as the RA’s technical lead for the island’s
first Integrated Resource Plan (“IRP”), released in 2019. Nigel has experience in power systems electrical
engineering, utility project management and renewable energy.
Helena Li has experience working in the solar/energy sector having worked in New
Zealand and now the UK. In New Zealand, she has worked on multi megawatt utility
solar developments by providing engineering support, commercial modelling and
project management. Her project experience in the UK has so far spanned a network
innovation project, PV feasibility studies and constraints mapping in UK and Malaysia,
PV technology and trends research, providing support on BESS projects at the turnover
stage, and a low-carbon rail feasibility study for Australia. Additionally, she has
contributed to assignments related to offshore wind in Bermuda.
Martin Georgiev is a Senior Consultant with 5 years of experience in renewable energy,
energy storage, and sustainable transport work. He has contributed to the successful
delivery of multiple projects in the UK and internationally as a project manager as well
as a technical expert. Martin’s experience includes a series of projects for the Regulatory
Authority of Bermuda, including the delivery and project management of offshore wind
assignments, technical and financial analysis of solar PV projects and analysis for retail
tariff reviews. Additionally, he was part of multiple UK based projects in the renewable
energy space. As part of his offshore wind work in Bermuda, Martin carried out a series of projects
including a pre-feasibility study, an evaluation of potential wind measurement and seabed assessment
strategies with the view to de-risk the project and stakeholder engagement activities. He is now supporting
the Regulatory Authority with procurement activities.
