Annual  natural disaster occurrences În the Caribbean archipelago continue to severely test the
           resilience and exacerbate the vulnerability of the electricity infrastructure, constrain the ability
           of  member electric utilities to  provide  reliable  power to  their customers,  and  result  in  costly
           damages  to  regional  electricity  infrastructure.  The  2017 Atlantic  Hurricane  Season  (June  1 .
           November  30,  2017) produced  a total  of  17  named  storms.  10 of the  named  storms  became
           hurricanes including 6 that reached major hurricane status (category 3 or greater on the Saffir-Simpson
           Hurricane Scale). One unnamed tropical depression also formed in 2017.

            Member Utilities                   Maria  impacted  Dominica  ElectrÎcity  Services
                                               Limited  (DOMLEC),  SKELEC,  NEVLEC,  APUA,
            Hurricanes  Irma  and  Maria,  the  9th and llth   VIWAPA and  fortisTCI  Limited  during  the  period
            respectively  named  hurricanes  of  the  2017   September 18 . 22, 2017.
            Atlantic  Hurricane  Season,  impacted   the   Anguilla   Eleetrlcity   Company   limited
            following  member  utilities  as  Category  5   (ANGLEC): ANGLEC's network sustained damages
            hurricanes, causing  damages  to  their buildings   in  excess  of  60%  and  their  buildings  & some
            and  other  critical  electricity  infrastructure  to   generatinglequipment  were  also  damaged
            varying degrees of severity.
                                               including 2 backup generating sets.
            Irma  impacted  Anguilla  Electricity  Company   British  Vlrgln  Islands  Eledricity  Corporation
            Limited  (ANGLEC),  Antigua  Public  Utilities   (BVIEC): Approximately 90% of  BVIEC's  network
            Authority  (APUA),  Bahamas  Power  &  Light   was  damaged. Their  Admin  and  finance,  and
            Company  (BPL),  British  Virgin  Islands  Electricity   Distribution   buildings   were   significantly
            Corporation  (BVIEC),  fortisTCI  Limited,  Nevis   damaged.

                          (N EVLEC),  NV  G.E.B.E.   Dominlca   Eledricity   Services   Limited
                            (GEBE),   St   Kitts   (DOMLEC):  Approximately  92%  of  DOMLEC's
                              Electricity  Company   transmission  and  distribution  network  was
                               Limited  (SKELEC),   adversely  aftected  and  40%  of their  generation
                                and  the  Virgin   was  unavailable,  A  powerhouse  sustained
                                Islands  Water  &   damages to its roof and the self-contained  units.
